Misgivings were expressed by the Unofficial Members of Council as to whether at the present rate of progress the British Section will be completed by the time the Chinese Section is finished - a matter, as Your Lordship is aware, of essential importance. I have no means of judging when the latter Section will be ready but I share their misgivings as to whether the British Section will be completed at anything approaching the time-limit assigned.

At a conversation with Messrs. Barry in London I was given a drawing of the Tunnel in section upon which was marked the dates at which it was expected, so recently as July last, that the Tunnel boring would have reached its various stages. This shows that on August 15th, a total length of 3,550 feet would be bored (bottom heading). On that date only 1,407 feet had been done, and at the present date the boring is approximately 2,518 feet behind the point at which it should have arrived.

The widening and facing (bricking in) appears to be more than proportionately in arrears, 210 feet only being shown as completed on October 12th, out of the total of 7,210 feet to be done.

A weekly return of progress has been kept since January 26th, and from this it appears that since that date to October 12th, a total of 1,416 feet...
